Hagrama Mohilary Biography: Hagrama Mohilary, born on March 1, 1969, is an Indian politician and the Chairperson of the Bodoland People’s Front political party. He served as the first Chief Executive Member of the Bodoland Territorial Council (BTC) from 2005 to 2020, representing the Deborgaon constituency. Mohilary is the longest-serving CEM in the history of the BTC government.

Since establishing the BTC in 2003, Mohilary has been at the forefront of its leadership. Before entering politics in 2003, he was the chief of the Bodo Liberation Tigers (BLT), which is now defunct.

Hagrama Mohilary Role in BLT

The Bodo Liberation Tiger (BLT) Force was established on June 18, 1996, by Hagrama Mohilary and Prem Singh Brahma, with Hagrama serving as the chief commander.

On February 10, 2003, the BLT Force reached a tripartite agreement with the Indian and Assam governments, signing a Memorandum of Settlement (MoS) in New Delhi.

Subsequently, on December 6, 2003, 2,641 BLT Force cadres, including Hagrama, surrendered and laid down their weapons in Kokrajhar. The Central Reserve Police Force (CRPF) recruited several former BLT cadres. The next day, the Assam government formed an interim 12-member executive council of the Bodoland Territorial Council (BTC) in Kokrajhar. After this development, Hagrama entered politics.

Role in BTC Formation

Hagrama Mohilary played key role in creating the Bodoland Territorial Council (BTC). The BTC was established under the Sixth Schedule of the Indian Constitution following the signing of the Memorandum of Settlement on February 10, 2003.

The agreement involved the Government of India, the Government of Assam, and the Bodo Liberation Tigers (BLT). Its goal was to meet the economic, educational, and linguistic needs of the Bodos, protect their land rights, and preserve their socio-cultural and ethnic identity in the BTC region.

As a self-governing body under the Sixth Schedule, the BTC was introduced in the Bodoland Territorial Area Districts (BTAD) of Assam.

Hagrama Mohilary Political Journey

The Bodoland People’s Front (BPF) party, a regional political party, was founded by Hagrama Mohilary and Emmanual Moshahary in 2005 after creating the Bodoland Territorial Council (BTC).

With the first BTC election held in 2005, the newly founded BPF Party won the BTC election that year. Since then, the BPF Party has consistently won the BTC elections.

  1. In the 2010 BTC elections, the BPF secured 31 out of 40 seats.
  2. In the 2015 BTC election, the BPF secured 20 out of 40 seats.

However, in the 2020 BTC election, Hagrama Mohilary won in Debargaon but lost in Kochugaon seat. Despite winning 17 out of 40 seats, the largest majority-winning party couldn’t form the government.

The regional party UPPL allied with the central party BJP and regional party GSP to form a coalition government in BTR for the first time.
